Basement renovation and second units in Brampton

Brampton basement finishing contractors

A basement renovation in Brampton is often built with a tenant in mind. That brings extra rules, so we sort out registration and licensing before any framing begins.

Do I need a licence if I rent out only one part of my home such as the basement?

Yes, in Brampton you do, even if you live upstairs. The City says an owner-occupied home with a rented additional unit still needs a Residential Rental Licence. The basement unit must also be registered with the City to be legal. We build the suite so it can pass the inspections that registration depends on.

Three separate approvals

Registration, licence and permit are not the same thing

Brampton runs each one on its own track, and a rented basement suite needs all three.

Register the unit

This shows the suite meets the Building Code, the Fire Code and zoning. Detached, semi-detached and town houses can qualify.

License the rental

Since January 1, 2026, every Brampton rental with one to four units must hold a Residential Rental Licence. Owners also take a one-time online course.

The building permit

The construction runs on its own permit. City inspectors look at the framing, plumbing and fire separation before the walls are closed.

What a legal suite needs

Pieces we build into a Brampton basement apartment

Each item comes from the provincial codes the City inspects against.

  • Its own kitchen, bathroom and way out, so the suite stands alone
  • Fire separation between the suite and the home above
  • Smoke alarms wired so one sets off the others in both units
  • Carbon monoxide alarms where a gas furnace heats the house
  • A bedroom window or door large enough to climb out of
  • Every new circuit reported to the ESA and signed off by its inspector
Getting in and out

Where the door to a Brampton basement suite can go

Brampton lets the entrance to a second unit sit in the side yard or the rear yard. There must be a clear 1.2 metre path to that door, all on your own lot.

Fences, gas meters, air conditioners and window wells can block that path, so we measure the side yard at the first visit.

A side door above grade can have a small landing. The City keeps it under 0.6 metres high and no more than 0.9 metres long and wide, with steps at both ends.

The suite can also be reached from inside the garage or through a shared vestibule inside the house. That can save digging a new stairwell down to the basement.

Room for more

How many units a Brampton lot can hold

Since May 2023, a Brampton house may have a second unit plus either a third unit or a garden suite.

If a third unit could come later, tell us at the visit. Ducts, drains and the electrical panel are cheaper to size once than twice.

The City now charges a recall fee when an inspection on these permits fails twice. We call for each inspection only when the work is truly ready.

Basement bedrooms

Rules for a bedroom in a rented Brampton basement

The City's Landlord Study Guide is plain about this. A room may be used as a bedroom only if it was built with a permit, approved for sleeping and meets the Building Code.

  • At least 7 square metres of floor for one person, or 6 with a built-in closet
  • At least 14 square metres when three or more adults share the room
  • Never a cellar, a laundry room, a closet or a stairway
  • Smoke alarms installed and kept working, plus CO alarms where there is a fuel-burning appliance or an attached garage
  • Heat that holds the air at 20 degrees Celsius from September 15 to June 1
